Biologist with a Ph.D. in Science (Physiology) from the Cayetano Heredia Peruvian University (UPCH). I am currently the director of the UPCH Graduate School and serve as a professor and principal investigator in the Department of Biological and Physiological Sciences within the Faculty of Sciences—a position I have held since 1981—as well as at the Institute for High Altitude Research (IIA). Between 1995 and 2005, I was an associate researcher on research projects with the University of Paris XIII and have been a visiting fellow at Queen’s College, University of Oxford. Throughout my career, I have accumulated a vast body of scientific work in the field of the physiology of acclimatization to high altitude, with more than 180 publications in international journals, in addition to several books and specialized articles.

Between July 2017 and November 2020, I had the honor of serving as president of the National Council for Science, Technology, and Technological Innovation (CONCYTEC). Previously, I served as president of Cayetano Heredia University from May 2008 to June 2017, and as vice president for research at the same institution from April 2004 to April 2008.

I have served and continue to serve on various boards, both public and private, at the national and international levels. Among them, I have served on the boards of directors of the Inter-University Center for Development (CINDA—Chile), the National Education Council (CNE), the Institute for Research on the Peruvian Amazon (IIAP), and national innovation programs such as FOMITEC, FIDECOM, Innóvate, and FINCYT III. I have also participated in organizations such as SINEACE, SUNEDU, and the Peruvian Center for Strategic Planning (CEPLAN). Between 2005 and 2009, I served on the advisory committee of the Ibero-American Program for Science and Technology (CYTED), based in Spain, and since 2008 I have been a member of the Strategic Orientation Council of the French Research Institute for Development (COS-IRD), which I chaired from 2020 to 2023.

Currently, I am a member of the Board of Directors of the Fulbright Commission, president of the “Alianza Francesa de Lima” Cultural Association, and vice president of the “Transparencia” Democratic Civil Association.
