Flor Yesenia Musayón Oblitas

She is the Vice Rector for Academic Affairs at Cayetano Heredia University (UPCH) and has served as Dean of the School of Nursing, University Director of Academic Affairs, University Director of Faculty Affairs, Acting Secretary General, and Director of the Professional School of Nursing. 2025 She completed her postdoctoral studies at the Alexander von Humboldt Institute of Tropical Medicine and the UPCH School of Public Health (PARACAS Project). She holds a Ph.D. in Public Health, a Master’s degree in Teaching and Research in Higher Education, a Master’s degree in Epidemiology from UNMSM with a full scholarship from CONCYTEC, and earned her high school diploma and Bachelor’s degree in Nursing from UPCH, graduating at the top of her class. She has completed the program “Leadership for the Transformation of Higher Education Institutions.” Dialogue on Innovative Strategies in Higher Education (DIES), German Academic Exchange Service (DAAD), and German Rectors’ Conference (HRK), funded by the German Federal Ministry for Economic Cooperation and Development (BMZ). She has specialized in applied statistics for research and was an OAS fellow in the International Program for Nurses to Study the Drug Phenomenon in the Americas at the University of Alberta in Canada. She has completed the Political Leaders Program for Democracy and Governance. She has secured various research grants: OAS-CICAD; NIH-NIDA; United Nations-UNODC; and DEVIDA (2008), as well as competitive grants from the UPCH. In Peru, she coordinated the Alfa III Project with funding from the European Union. She is a CONCYTEC Level IV Researcher, a Tenured Researcher at the Alexander von Humboldt Institute of Tropical Medicine, Coordinator of the CuidART-e Research Group, and International Coordinator of the CICAD/OAS International Network of Nursing Schools for the Prevention of Drug Abuse. She is an External Associate Editor on the Editorial Board of the Latin American Journal of Nursing (RLAE). She has served as Scientific Editor and Director of the Herediana Nursing Journal. She is an external reviewer for the journals Aquichan, Herediana Medical Journal, University and Health Journal, and Advances in Nursing, among others. She serves as a consultant on research related to drugs, education, and public health for MINSA, DEVIDA, and other government agencies, as well as internationally for the OAS–CICAD.

She is a member of the Sigma Theta Tau International Honor Society of Nursing and the UNESCO Organization for Women in Science in the Developing World. She has published more than 40 scientific articles in indexed journals, is the author and co-author of ten books and five book chapters, and holds three copyright registration certificates for computer programs issued by the National Institute for the Defense of Competition and Protection of Intellectual Property (INDECOPI). She has been awarded the rank of Grand Officer of the Order of Cayetano Heredia, has received the Florence Nightingale Lamp, an honorary distinction from the Peruvian Nurses’ Association for her contribution to healthcare for the Peruvian population; and has received the “ALADEFE” (Latin American Association of Nursing Faculties and Schools) “Susana Espino” 2025 Award for Academic Achievement for her outstanding career and contributions to nursing in the region.
